I would immediately use my dictatorial powers to give power back to the people:
- food: permaculture, keyline, regenerative agriculture, food forests, food not lawns, urban homesteading, pickling, canning, jarring, foraging, community gardens, community supported agriculture, subscription farming, veggie boxes, small local farms, organic fruits and vegetables, pasture eggs, free range meat, end of factory farming, meat substitute foods, cultural change to (semi-)vegetarian, WWOOF
- work: worker cooperatives, unions, state ownership of public works industries (healthcare, public transport, affordable housing, education, unconditional universal basic income, reformed demilitarized law enforcement, reformed correctional system focused on rehabilitation rather than punishment, national pension, small national security that supports the United Nations), flexible work hours and locations, work-as-play, 4-day work week, siestas, liberal employee benefits, no means test UBI

I didn't include everything and probably made some mistakes. That's precisely the reason why no one should ever rule the world and the power should be in the hands of the people. I would probably still wear the One Ring around my neck, just in case I ever see the Bat Signal calling, and no other reason.

Update: I had a vision of a circle. The circle had a horizontal line in the center, and two spokes that extended upward from the center. From one perspective, the upper half looked like the letter K and the lower half looked like the letter D.
The left spoke was the "high key". The items above entered the circle through this line. They filled the left sector of the half circle (or upper section of the K, depending on perspective).
The right spoke was the "low key". The low key was three different kinks: BDSM (blood magik), age play (sugar magik), and ethical slut play such as hotwife, cuckold, or stag & vixen (sex magik). These three entered the circle through the low key line. They filled the right sector of the half circle (or lower section of the K, depending on perspective).
Both lines contributed in varying degrees to the middle sector of the upper half circle. The arcs (degrees) of both lines were controlled by a kind of autonomous machine-learning actuator or servo situated between both half circles. In this way, the sizes of the three upper half circle sectors vary according to need or desire of the bottom half circle.

If I ruled the world the world, I wouldn't. However, I do have some ideas.
1. I would deeply apologize to the First Peoples of the Americas for the intentional genocide, rape, torture, biological warfare, stolen lands, and broken treaties of my ancestors.
I would ask what reconciliation could be made, but I would offer this as an idea: that all of the counties and all of the states dissolve; and that the new borders be redrawn according historic First Peoples tribal boundaries; and that representatives of those respective First Peoples draft each new respective county and state constitution.
The Children of Empire no longer wish to be part of Empire any longer, but we have nowhere else to go.
2. The colonial borders of Africa and Asia were intentional drawn to create internal conflict and thus deflect hostility away from their foreign oppressors. These boundaries sliced through ethnic, linguistic, geographic, and religious boundaries.
Social scientists smarter than me can identify where group uniformity leads to cooperation versus discrimination against outsiders, and where diversity leads to strife versus inclusion. I suspect the answer is partially in scale. For instance, we know the partition of India and forced migration of Muslims into Pakistan and Bangladesh has disrupted the centuries of relative peaceful coexistence among the many religions in India, though not without their problems. But towns and even buildings function better on many variables when they are mixed use, mixed income, mixed age, mixed race, and so forth. Clearly there is something to study for when group identity is necessary, and how much.
But Africa and much of Asia suffers from lack of proper identity. Many ethnic peoples are separated from their own by senseless borders. These borders should be redrawn.

Some, like the Palestinians, were forcibly removed from their land, and those who remained suffer from terrible crimes by the government of the people who returned after leaving 2,000 years ago. (There is an important distinction between Israel and the Jewish people). This is not fair for many reasons, and the land should return to Palestine.
Kurdistan, Tibet, Uyghur Xinjiang, Taiwan, South Yemen, and others should also have their independence.
3. NATO and all other military alliances should cease. The United Nations Security Council should undergo a reform. It should, at a minimum, abolish the veto and adding four Southern Hemisphere nations to the permanent member states. I suggest Brazil, either Nigeria or Kenya, Egypt, and India. Other ideas are also possible, such as making all seats a 10-year term, a certain number of seats allotted to each region of the world, and only one seat up for vote each year. No concurrent terms and no lobbying. The Security Council should have to vote on any issue brought to its attention, and all passed measures go to the full General Assembly for final vote. In this way, the Security Council is accountable to the entire world via the General Assembly, and world peace is maintained not through NATO or other military alliances, but the Security Council.
All militaries should reduce their spending to 2% discretionary budget or less. Dismantle all nuclear weapons.
4. Human Rights Watch, Amnesty International, Transparency International, Doctors Without Borders, International Criminal Court, etc, should be empowered.
5. Dissolve the right-wing conservative and political parties worldwide, to include the United States of America Republican Party (GOP), Indian RSS and BJP, and similar. Promote Democratic Socialist Parties, Green Parties, and similar left-wing progressive and ecological political parties worldwide.
6. Promote science, humanism, interfaith dialogue, and the liberalization and secularization of all religions. Encourage people to see that fundamentalism in all its forms, to include religion, is not an ideal life; it ultimately leads, in a long-term, broad scope, to net misery. But neither is forcing people to give up what they want the right way. You must offer them something better and show them how it is better.
7. Overturn Citizens United. Pass the Equal Rights Amendment, Women's Health Protection Act, For the People Voting Rights Act, and John Lewis Voting Rights Act. Impeach Brett Kavanaugh, Amy Coney Barrett, and Clarence Thomas. End all campaign financing and dark money (only public financing). End gerrymandering. Institute a mandatory voting (see Australia) on a federal holiday. Allow mail-in voting. End the electoral college. Institute ranked choice voting and proportional representation.
8. Increase progressive taxes on the rich. End tax loopholes, including tax havens. Cooperate with nations worldwide for a fair tax policy so that corporations and the wealthy do not simply cheat the system by moving their residence or wealth. Institute a wealth and capital levy tax to rebalance the more than $50 trillion the wealthy have stolen from the American people, not to mention the poorer nations of the world. Pay reparations to indigenous peoples, descendants of slaves, and nations devastated by European and United States economic colonization. Increase the minimum wage to a living wage that changes automatically annually according to inflation. Establish a no-means-test universal basic income (UBI).
If I ruled the world, I wouldn't. I would give it all away the best way possible. More to come.
